Because an "on the meter" fare continues to rise as you sit in traffic, going a distance of just a few blocks can add quite a bit to the final fare. Cross-town traffic in midtown especially in December - need not even be a December "gridlock alert" day - can be excruciatingly slow. There are, however, no taxi flat rates to/from LaGuardia. Since you have a choice, don't choose EWR. But because of the hefty tunnel toll from New Jersey into Manhattan, even the lowest base fare of $50 (to lower Manhattan) will end up being appreciably more (before tip) than the $52 flat rate, with toll, from JFK to any Manhattan destination. Let me clarify that Newark is a "fixed rate airport" for those with Manhattan as their destination.
